A visit from the Hawaiian Department Commander in 1914 prompted the 1915 construction of the post library. Maj Gen William J Carter saw a great need for recreational facilities and made efforts to get a library built on Schofield Barracks. Maj Gen Carter made recommendations to the War Department, and sent out thousands of letters to friends around the world asking for donations for a post library. Over 5,000 books were received in response to his letters. Maj Gen Carter then made arrangements to have unwanted lava rock brought to Schofield Barracks from the nearby Kemoo Farms, were ground was being broken for its construction. The lava rock, and stockade labor was used to construct the one-story, single wing building. In 1939, the library was enlarged to include a record section and officially dedicated to Maj Gen Carter. Today, Carter Hall is home to the "Tropic Lightning Museum".
